What is riichi?
Riichi is declared on closed tenpai: you place a 1000-point stick and lock the hand. You gain one han and unlock ura dora if you win. You may no longer open melds after declaring.

When to declare
Declare when the hand is closed, tenpai, and the extra han plus table pressure outweighs staying silent for a bigger yaku. False riichi (not actually tenpai) is a serious penalty in real play — verify waits before teaching examples.
